I know when she debuted in Iron Man she had black hair, but I think it's been pretty effectively established that she's a natural redhead since there've been flashbacks to her youth where she's had red hair (other more knowledgeable Black Widow fans, feel free to correct me).
Non-powered I would argue that Mary Jane is the no. 1 redhead of the Marvel universe.
As for people with powers, I would say Jean is the most prominant with the most exposure. But my personal bias and personal pick is Medusa. She deserves a mention for the volume of her crimson locks alone. :P
The comicbook character Peter Parker must for sure have thought so when he laid eyes on her...
