I'm pretty sure this whole thing is only happening because Jean was brought back by the Phoenix. No way Sinny didn't know the fire bird was back and didn't anticipate that Scott would follow along eventually. Now, if his reasons are just annoying Scott or he has a bigger game in mind, that's hard to say. And Xavier is surely involved to some extent. Just don't ask me for the specifics, Rosenberg's creative process is a mystery for my weak brain.

Sinny only has eyes for his golden boy. If Emma is a path to screw Scott's life, he'll use her.
Also, Rosenberg already mentioned his involvement in interviews and there's the fact, precisely, that he's yet to be seen, even though there's stuff like Morlocks dying and Dank running around with a robot spider body, courtesy of Essex. I doubt Rosenberg would miss the chance of making him the main baddie of Scott's return to the fold.
