There's actually a similar story in Chip Zdarsky's Spectacular Spider-Man #310.

As for dealing with the in-canon mother of Timothy Harrison, Marvel editorial and others are quite reluctant to build on that story because they feel, quite rightly, it would undo the appeal of this story to treat it that way. The Kid Who Collects Spider-Man is an artistic achievement, and a 10 page story and character piece, its not something you can market, or treat and develop on like say the Rhino or any other villain or dangling plot thread from Spider-Man's past.
