The Punisher went after a corporate millionaire called Arnold Anson who was robbing investors
He went after one of Tony Stark and Namor's corporate competitor Desmond Marrs. That was an interesting confrontation between the two. I can't think of the issues off hand.
Of course it leaves you wondering why he has never gone after criminals like Sunset Bain, Dario Agger, Sebastian Shaw, etc.
he would if he cared about attacking the root causes of crime.
One could argue that Wilson Fisk is a white collar criminal.
As for Bain or Shaw and the rest, Marvel tends to keep the Punisher away from established adversaries from other series, especially super-types like Shaw or Bain.

There was a Punisher copycat who was doing exactly that during Ennis run.
But Frank killed him because he made a colateral victim when he gunned down a group of CEO.
