How did Penance Stare work in the movie again? Did it work on the tougher foes he faced?

Does anyone in GoT have a soul? :P
If so, I don't see why the Night King, specifically, would be any different. Blackheart was a literal soulless demon. NK is just a magically transformed human.
Anyway, both Movie and AoS GR have better stats and better offensive power than the Night King (including feats for killing off individuals that could shrug off damage from conventional weapons) as well as being basically impossible for the NK to kill. Even without the penance stare, they should win just fine.
