Longshot has very clearly Mojo (Spiral in addition). He's a character who was virtually created with his nemesis (actually, his nemesis created -rather ordered- his creation).
EDIT: It's been interesting that times toying with the idea of mixing the both of them (spine/spineless).

Sort of depends on how you want to look at it.
I feel like a couple of the X-Men who have had solo titles(Cable/Deadpool) have what amounts to a rogue's gallery.
Not really the "Classic Coke" way that Wolverine does, but it's in that ballpark.

I feel bad for Emma, her greatest enemies are her own frigging family.
Emma's dad, super abusive and pretty evil
Emma's sister Adrienne Frost tried to blow up Emma's school and kill all of Emma's students.
Emma's sister Cordelia Frost didn't really attack Emma personally, she asked for Emma's help after her actions to try and get into the Hellfire Club made Black Tom and Juggernaut want to kill Cordelia for turning Mondo over to the Hellfire Club under Shinobi Shaw.
Emma does have the Hellfire Upstarts (Shinobi Shaw, Siena Blaze, Graydon Creed, Fabian Cortez, Trevor Fitzroy) as personal enemies since she was on the list of former Hellfire Club members that they were competing with each other to kill.

I forgot about Selene, she is the arch-enemy of Amara, Rachel, and Emma among others, but those 3 are the people she hates most. I guess in Selene's case though she has become more and more of a threat to everyone, but she always seems to stop everything to try and kill Amara, Rachel, or Emma if they are near her at any given time.
