I guess this is Marvel's answer to the Outsiders.
Probably Eli Bradley under a new name.If "ruthless" is the criteria, there goes any hopes of Blue Marvel appearing in this title.

"Who wouldn't go out with the Black Widow? I'd strangle a litter of kittens for one dinner with her!"
Adrian Toomes aka the Vulture
"Natasha Romanoff, A.K.A. Black Widow - ex-KGB, formerly with S.H.I.E.L.D...Probably the brains of this operation.I have followed her career, and she has been consistently UNDERRATED."
Assuming this doesn't REPLACE Savage Avengers. That book had a similar claim about the team's nature.

Didn’t the writer of Savage Avengers say the cast would be rotating with Conan as the only constant? So surely this is just announcing a switched team for that with Conan as the last member?
I don't blind date I make the direct market vibrate
I can see War Machine fitting in this group.
That way, this team would have its own Big Three.
Is Rhodey really ruthless though?
I'm guessing that whoever the last person is will need to be someone who even the rest of the team would have qualms working with, an "Oh Shit" moment to grab everyones attention along with the full announcement.
Rhodey doesn't fit the bill there.
He could be though I don't know. It just would be funny to hold off on him.
Cebulski really does want it to be 1992 again, doesn't he.
Monica was willing to destroy an alternate Earth and all of its 7 Billion souls. She also didn't shed a single tear for her light manipulating ruse that resulted in the death of two of Nyx's kids. I hear in NextWave she was pretty vicious, too. I wouldn't underestimate just how ruthless she can be.
