Default Rogues and a Hero's journey in and out of limbo

What do you think should be done with a hero's rogues when the hero goes into limbo?

Should they go into limbo, also?
Or should they be assimilated into the rogues of another hero?

And if/when the hero comes back, what then?

Should the rogues be re-established with that hero?
If they got absorbed into another hero's rogues, should they stay there instead?

Firestorm's rogues have been picked up on by other heroes, especially Killer Frost, mainly due to their use in tv.

While the Titans have a strong line-up of rogues, Deathstroke has become more of a Batman foe in recent years and some people complain about the use of Trigon, Fearsome Five and Brotherhood of Evil as being repetitive (but Joker is okay).

And hypothetically speaking, if Batman were to go into limbo, what should be done with all his rogues?
Should they stick around in a Bat-related title? Go into limbo themselves?
Or should some be sent to Superman, Wonder Woman and others?
And when Batman came back, should the writers avoid using his old rogues out of fear of being called repetitive? Or should the rogues be reeled back in and re-established as Batman foes?

While I love the idea of heroes having iconic and recognizable go-to rogues, that should always be developed, its part of the draw. the world building, and so long as the creator needs it they should have exclusive use of that rogue to tell and develop their story.
I'm also absolutely fine with the fluidity of Rogues, who can appear in, or transition to other books, and work against other leads.
In fact if they can it serves to show they are better developed characters in their own right.

No rogue should just be editorialy off limits just cause the primary, (where they first appeared) is suddenly off the table or "in limbo".
If they are not being used there, that should absolutely open them up to other franchises to use them.
Also not to big on the idea of coldly "sending" them to other books as you describe, ideally they would be picked up elsewhere, because the creative team has a great story in line for them. Not just cause it was assigned.
And yes seeing them appear in other books is great!

As heroes team-up, move from team to team, appear in each-others books, the Rogues should too.
It adds to the richness of the universe.

As to when the hypothetical "in limbo" hero returns, they should absolutely have access to their classic rogues. Again not just by assigning, like you are indexing them into the "correct" place as you suggest, but pending good stories and ideas for their use.

Further no rogue once developed (no mater where they originated) should be exclusive to just one franchise, even if the lead is still active.
Whether the lead is "in limbo" or not, if the rogue isn't being used at the time or critical to a story line being developed, they should always be made available to other franchises.
