According to the DC wikia Kara graduated and became a graduate student in the early 70s, the Fab 5 were still in their first year at collage during that time (and stayed that age roughly till the start of the NTT in the early 80s).
How about not creating anymore derivative type characters as in boys, girls, Robin's, kids, of any kind. Instead create new characters like Sideways, Bunker, and Damage(grant E.).
35 year old guys(where Clark and Bruce should be) can have teenage kids, so Damian and Jon would be OK, but just FREEZE everyone's age after that, atleast the derivative characters that are direct offshoots from the adult stars.
I think they should let them remain teenagers.
The more Robins they add and age up, the older Batman gets. There won't be room for all of these characters.
The Titans aged up and look what happened with them. Seems like DC editorial doesn't want legacy characters to grow up and become peers with their mentors. If they do, they become mass murders, shot in the head or dead. Better to leave them young otherwise, it's the kiss of death.
This is where it sucks for tim being 16 with Damian behind him at 13, Damian cant age without addressing tim and they dont want him to be an adult so he kind of has to disappear and he tends to be tethered to his pack (cassie, kon and bart). Jon on the precipice of being a legal adult now is gonna stress things further
Jon being aged up, well, lets just say, its still very unpopular as it hasn't had a purpose other than shock value for the sake of shock value. Whereas Dick and his generation aged up normally. Even Jason Todd somewhat got that (training around the world while presumed dead).
Only if you ignore really obvious stuff like 52 and OYL chronicalling a year going by... (and that's without counting narratives like NML which were similar length, but less obviously so). Realistically, Tim should have been at least 18-19 (which Cass Cain, id'ed as 16 around the sametime as Tim was first ID'ed as 15-16, was indentified as being pre-FP.
Basically, my problem with the current approach is that it's inconsistent, kids and pre-teens are allowed to "age up" to story-usable ages, but adult characters are "frozen" because the PTB think that "old" does sell (never mind that Superman and Wonder Woman are effectively immortal, and that one of most popular and enduring elements of the DCAU was Batman Beyond, a a show that literally revolves around an old Bruce Wayne mentoring a new rookie Batman).

This is FICTIONAL and this means you could use the old method of Series and Comics, where the MENTOR KEEPS HIS AGE and the SIDEKICK gets older...
This was also done before Flashpoint where Kon El,Tim,Bart etc. became older and Clark,Bruce etc. kept their age....
Its not a big problem...
Thats a CURRENT DC PROBLEM..
BEFORE Nightwing,Wally,Garth....became older and became as powerful or in Wallys Case more powerful than his mentor...
Its enough if you re-establish the Pre-Flashpoint ages and let the Side-Kicks become older and keep the mentors age.
At the end of Flashpoint Tim looked older than 20 Years with his long hairs and Red Robin Outfit with the cowl...
It depends, they were de-aged now in Rebirth, because Tim in Show should be in the same age as he was at the end of Pre-Flashpoint.
This changed in 2004 when my favorite Version of Supergirl showed up (trained by the Amazons and friend of Cassie and Conner)
How do you know that?
I remind at the Supergirl Story where she was ONE DAY in High School and she quit, because of being bullied..
This is what ruinates the characters TIM etc. because they simply dont have the chance to develop and become legends on their own...
This is what I miss, Pre-Flashpoint managed it a million times better...
It would be VERY SIMPLE:
Freeze Bruce,Clark,Diana,Barry at 35
Dick,Donna,Wally,Garth are 28 or so
Tim,Bart,Conner,Cassie... are 22-25 Years old
So you would have the chance to have 2 great but different TITANS Teams....
Let’s go back to the Golden Age and start with Superbaby and Battot, and then age in real time! /s
In all seriousness, this is a touch question, and one that I doubt has a simple, catch all solution.
He was said to be 17 in Red Robin.
If you really want the ages to match the time that passes in universe, Tim would have (when I calculated correctly) turned 20 during OYL, and would proably have been 22 or 23 around flashpoint (which would make Dick roughly 30).
