BLACK CANARY - Continuing in the same vein as her DCYou book. Gritty punk rock superheroics.
BLACK BAT, AGENT OF THE BATMAN - Cassandra Cain's globetrotting adventures. She's Batman's secret weapon, and she can go anywhere.
PEACEMAKER - late 80s/early 90s Stallone action flick, "he wants peace so bad, he'll kill you for it"
SLAM! BRADLEY - Noir detective book. Each arc pops in on a different part of Slam's life. Most of it would be period.
ARSENAL- 6 issue mini about a guy Roy Harper met in AA, adopting the name to try and help others left behind by society. The lone man who wants to make a difference, in media res. Think 'You Were Never Really Here' but with the Green Arrow connection, and ya know, supervillians.
SWORD OF KATANA - I was really into Nocenti's mini, but this would get even weirder.

I'd like to see more international characters, but not Bat-related. Maybe a Western staring Jonah Hex too.

I would like a VIGILANTE series but recovering the OG GA character cowboy style.

I don't know much about DC martial artist besides the Batfam. So... Lady Shiva, Richard Dragon, Karate Kid, Bronze Tiger? Does Cheshire count? I'm assuming assassins count?

    Yes Cheshire would count.

I don't know about Karate Kid qualifying for the criteria of this thread given he's done stuff like putting Superboy in a chokehold.

Cassandra Cain: Daughter of Destruction: Follows Cassandra as she juggles school life with fighting crime.

Black Horse: To the world at large, he is a deadly hunter of inhuman power and skill. But few know the truth of William Black Horse. He is in fact a clone of Roy Harper created using the blood of Vandal Savage to create a potential heir. But when he developed an awareness, Will turned on his "father" and struck out on his own as a drifter before being taken in by a Navajo family. Takes place in the same universe as Arsenal.

Mercy: A series of anthologies about Mercy Graves' life as a bodyguard for Lex Luthor.

Shiva The Destroyer: Honestly, I'm surprised Shiva's never had her own solo title ever.

L.A.W: Living Assault Weapons: Starring Ted Kord (Blue Beetle), Christopher Smith (Peacemaker), Sonia Sato (Judomaster), and Vic Sage (the Question).

Okay, so I tend to favor the more mythological, high concept DC stuff over the street level. However, since I have an opinion on everything......

Sgt. Rock & Easy Company: The (great?) grandson of WWII hero Frank Rock, Joe Rock is a sergeant in Argus. He commands Easy Company, a "first contact" battalion including Tom Tresser (former Wonder Woman love interest and master of disguise), the Haunted Tank, the G.I Robot platoon (lots of robots!), and a few other notable faces and legacies I'm not going to bother with.
I'd treat Argus like a branch of the US military; the branch designed to deal with super humanity. If Argus marshaled all its forces, it'd be about as effective and capable as a powerful Leaguer like Superman or Flash. Basically DC's version of SHIELD, but without any of the spy elements. And Argus would be a big part of the title; a setting, a visual identity, a supporting character. Serving as Director is Steel, the cranky old man with the mechanical hand. He's been promoted from Sarge to Commander.
Joe's unit is deployed to initiate contact with, assess, and potentially contain extranormal events. Black hole opening up in Boston for no known reason? Joe goes. Terreseract storm drifting towards earth's core? Joe goes. Dr. Polaris invades Chicago? Joe goes.
Unifying many disparate military-themed concepts drifting in the DCU, this title would explore what life in the military is like in the DCU. And I swear I dreamed this particular idea up long before Event Leviathan was ever a thing.

Cain: Vengeance of the Bat: Cassandra Cain is on the autism spectrum and is the greatest martial artist of her generation. Daughter of a Demon and an assassin......honestly, I think Cass' story writes itself. She's such a fascinating idea. And I'd play this with almost no "superhero" stuff at all. No costume or codename. No cape, no silly villains with quirky gimmicks. No white hat-black hat mentality. This would be a more.....honest......exploration of character, and a deep dive into Cass' worldview and perspective.
Lady Shiva, Cass' mother, would be a major part of the narrative. Shiva is trying to recruit Cass to the League of Assassins (which Cass has no interest in) but also trying to have a genuine, real relationship with her daughter (which might be seen as a shift in her character but screw it, people change). Bruce sends her on the real hardcore missions; the ones that aren't about the colorful lunatics, but the *real* mission. Taking down drug empires, from the Don (or whatever?) to every single street dealer. For her part, Cass just wants to dance.
Then a delegation arrive from Nanda Parbat. Richard Dragon invites Cass to become his heir. And everything becomes very Hong Kong cinema as Cass is pulled in three directions; Richard's intentions, Shiva's, and Bruce's. And Cass must decide what *she* wants.

Deathstroke: I would just pay Priest a lot of money to keep doing what he's doing, until he runs out of good ideas.

Tales from Suicide Slum: The towering spires of the Avenue of Tomorrow keep the Slum in constant shadow, but they might as well be a world away. Just over the river, gods wager for the fate of reality, but in the Slum? You do what you have to do to get by, because you're never leaving. The 100 rule the streets. Intergang rules the docks. The police who stick around are corrupt or inept and all the good ones transfer as fast as possible. And every time Superman shows up, it just upsets people and makes things worse.
This title would (to use the cliche) "rip its stories straight off the headlines" and go for some OG Black Lightning vibe (without being douche-y about it). It'd feature Black Lightning (principal and father of two), Thunder and Lightning (his daughters), Gangbuster (Jose, now a detective and one of the only good cops the Slum has), Traci 13 (teen urban mage version), and Alpha Centurion (who would rarely show up but would do the whole Superman-ish "swoops in and turns the tide" support role).
Guest appearances by Maggie Sawyer and Jimmy Olsen. Social commentary. And lots of punching.

Birds of Prey: Classic Dixon/Simone style "Charlie's Angels" type action-spy stuff. Babs running the show. Huntress, Hawk & Dove (female versions), Canary, Flamebird.

Hourman: A "not exactly continuity" idea. Rex Tyler had it all; good looks, genius, a rich family and a huge pharmaceutical company to inherit, a beautiful fiance. Then he got cancer. And lost it all. Desperate to save himself, he experiments and invents Miraclo, which stops the cancer from spreading (but doesn't cure it) and gives Rex a super-strength high for an hour (the only time he doesn't feel sick). And hallucinations of the future. And addiction. And the attention of....well, everyone who could potentially benefit from weaponizing Miraclo; governments, drug rings, terrorists, rival pharmacy companies. Rex's own family. And they all come after it.
Less "superhero" and more "Morrison's Happy." A uncomfortable exploration of addiction and our pharmaceutical industry, with Rex often on the run from one group or another, often hunting someone else, etc.
Could be set in the 40's as a new version of Rex's origin, or could be a self-contained modern re-telling.
"We all know the truth: more connects us than separates us. But in times of crisis the wise build bridges, while the foolish build barriers. We must find a way to look after one another, as if we were one single tribe."

    Default DC's "Fight Night" imprint

The Death of Bronze Tiger - following the revelation that Benjamin Turner is a false name, Bronze Tiger sets out on a mission to find out who he really is and why he was made into a human weapon. I would want this to be a book to showcase different martial arts styles from across the world not just Asia (which is often the go-to)

Redacted - I didn't like this idea, gonna think up a different one.

The Midnight Sun - a 10 issue miniseries telling the story of Josiah Amadioha, a man who lived over a century ago. A low-level metahuman in colonial Africa, Josiah saw the suffering of his people and sought the power to fight back. We'd follow his journey, seeing him fall in love, become familiar with the Immortals of DC, join them and become corrupted by his own increasingly twisted sense of morality. He'd fight with, for, and alongside the Immortal Man, Vandal Savage, Ras al Ghul, and Black Adam in his journey that crosses decades and centuries. Eventually he'd grow in power, scaring his love away and it'll end as he takes the name Gnomon; coming to Gotham to find his son.

Orphan: Rise of the Black Bat - Who does Batman call when he has someone he can't beat? He calls in the big guns; Cassandra Cain. Tasked to take down some of DC's most dangerous men and woman, it'll be a 12 issue limited series where basically Orphan fights her way across the DC landscape and earns the name Black Bat.

Guardian of The Foster Kid Legion: Basically a revival mashup of The Newsboy Legion and (the original) Steel. Caleb Khouri, a second-generation, college-education Iraqi-American Marine private gets caught in bomb-blast while on duty in a never-precisely identified Middle-Eastern combat zone. With every bone in his body reduced to pulp, he's expected to die until a DoD consultant (who looks a lot like Niles Caulder) takes him away and operates on him (his prosthetic skeleton is ceramic in this interpretation, but works the same way as Hank Heywood's).

Returning to Metropolis, Caleb pretends to be disabled. His surgeon doesn't want to admit to illegal experimentation, and Caleb isn't interested in seeing what the DoD might decide to do with him if they find out about his new abilities. Taking a job as a social worker, Caleb realizes that Suicide Slum still has a tremendous foster child problem, and that some of these youth have banded together for both self-protection, and to make the place better as The Foster Kid Legion.

Caleb designs a kevlar costume with a ceramic shield designed to evoke the image of a local urban legend, The Guardian, and sets out to watch over The Foster Kids, and to deter those who seek to victimize the poor of Suicide Slum.

Cyborg: Action but science fiction. Featuring the new origin for Cyborg that yes has him happy with his cybernetics!

Batgirl: Barbara Wilson. She rides her motorcycle, hacks into computers, and does martial arts. Fun for me.

Shadow Maybelline: Do not mess with this sexy, black vigilante who has a bit of a problem with his ego and looks. Eventually becomes the next Tyroc through one of the most unexpected plot twists in my history of writing comics.

Cyborg does not fit the criteria of this thread I'm afraid.
