The members listed on each of those polls were only those who first became members of the Justice Society of America between 1999 and 2008; any characters who were members of the JSA prior to 1999 were listed on two previous polls/threads...

For the poll where Atom Smasher, Jack Knight, and Sandy Hawkins/Sand/Sandman were first included (Justice Society Poll III: favorite members - JSA (1999-2006) additions), they received fewer votes than the eight characters from that original poll who were included on this one.

And if by "Sandman" you actually mean Wes Dodds (the Golden Age original), he's on a different poll: Justice Society of America favorite members: from Golden Age through 1998
