Film Freak (maybe teaming up with Firefly) could be Mysterio for Batman but the Scarecrow also kinda is Mysterio.

I'm honestly surprised Film Freak and Ratcatcher aren't used more often. They have strong enough gimmicks to use in a fun way. I was even expecting the latter to show up on Beware the Batman.
