On the show, Superman supposedly described him as more or equally powerful to him. Certainly didn't show it in action. On the other hand Kara was a pushover in most episdoes.
Given what we actually see from J'onn, this is a stomp for Vision.

Just from memory he seems to be almost as strong and tough as Supergirl. Also has flight and can phase. So it's not a a clear cut win for Vision.

That first thing is not really an issue here as sadly, J'onn is not actually portrayed as intentionally stupid or inept, he just suffers from usual CW-scale PIS. That second thing is more a thing, potentially.
J’onn trades blows with Kryptonians and their ilk.
He can also phase and also has demonstrated super speed.
Vision.....loses. Kind of like how he lost to a barely above Captain America guy with a sharp stick.
Sorry, still a bit bitter at Vision going down like a chump.

The thing you are asking is if I'm arguing for SMvFL, not PIS.
First, his TP seems really poorly suited to combat use given that he never uses it that way. It takes time and concentration.
Two, Kryptonians (as mentioned above by others) don't seem all that durable most of the time in Supergirl. Basically, just be an alien or a robot and you can hurt them and even out-strength them despite nothing like that making any sense. It's like every single alien in the CW has massive super strength and super durability, OR those characteristics just aren't that impressive. Basically, the inconsistency makes the feats hard to read.
And C, J'onn, while presented as being at a similar physical level, totally lacks feats equal to Kara's.
And nothing Kara has suggests "hurting Vibranium" levels in any case.

If we go by high-end feats, Kara single-handedly lifted the Million-ton Fort Razz into space, and lifted the million-ton Fortress of Solitude dwarf-star key.
How does MCU vibranium do against Million-ton level strength?
Wait... doesn't Kara have strength feats beyond even Captain Marvel? I thought "hurting Vibranium" would be an easy thing?
