Continuity, even in a "shared" comics universe is often insignificant if not largely detrimental to the quality of a comic.

I'll be lazy... The U-Foes go heroic, and start off by fighting the Frightful Four. It's like the Thunderbolts but for the FF instead of the Avengers.
Hrm. Most of these selections aren't following the OP's rule of using only headliners.
Sam Alexander as the one who dives headfirst into things. He is the human rocket, a human rocket at least, after all.
Moon Girl as the genius too good for her own good.
Godzilla as our resident muscle because overkill doesn't exist.
and Kid Kaiju because someone needs to put big G on a leash and he's the only one with a solo qualified to do it.

With Silver Sable as their financial backer (am not sure of Dwayne's financial situation since returning from the dead).
They operate as a covert group investigating & countering little known threats like 1400 club, the Power Elite, Roxxon, the Shadow Council. I would love to see The Foreigner as a main villain and also the Serpent Society act as competent, recurring villains/guests.
Edit: Initially I see Dwayne now resurrected, without a place in the world hired by Sable as part of her Wildpack. She hires him for his skillset and experience and he accepts to covertly re-establish a network and tap into her resources. While on a Wild Pack mission he finds himself aligning with Shang-chi & together the discover a secret global conspiracy involving Fu Manchu. To investigate deeper he requires tech support beyond what Sable can provide and enlists the help of Shuri (retcon in some shared history, possibly some schooling in the US for Shuri or maybe a Wakandan scholarship for Dwayne, it all feels little forced). So essentially the FF are a secret group operating out of Symkaria unbeknownst to Silver Sable. I still haven't completely figured out how Jen is recruited yet.. any ideas are welcome.
