Even if you get every technopath on board to eliminate the digital files that still leaves the problems of paper trails/hard copies (it is just not feasible to completely eliminate written documents) and of all the tech every government/villain has specifically designed to target the X-gene from small things like power inhibitors to gigantic Sentinels program to hunt and kill mutants. The fact is that this only works if Marvel is counting on people actually suspending their level of disbelief to such a degree to accept that this assinine plan they cooked up will work.

The Vision and Victor Mancha aren't telepathic immune. Vision himself said fpr telepathy to affect him it has to be pretty powerful. So stands to reason Viz wouldn't be either.

Yeah but this is banking on the assumption that she remembers to included androids and cyborgs in the mindwipe. For all we know she decided that only normal humans and meta humans were to be affected.
Also here's another thing that just hit me, what about supernatural beings or magic users? I mean you think a guy like Doc Doom won't have built-in countermeasures for such a case in his armor or some spell that alerts him to when his mind is being messed with? Or say Belasco comes back and he still has his memories?

Eh only when the plot calls for it to true. i don't remember him going back to reapply his "telepathic amnesia balm" on Cyclops and the other X-Men when the Deadly Genesis team was lost.... nor recall anyone freaking out months after have a telepath dump how to be fluent in a foreign language.
