    My favorite Two Face story was the "Janus" story arc from Batman Shadow of the Bat. The Harvey Dent side of Two Face devlops a superhero persona known as Janus.

    I'm not at all sure how a hierarchy of Batman foes would work.
    But I would put him in the top 3: Joker, Two Face, Penguin. Scarecrow is
    probably just one below. Bane would round out my top 5. Of course, I may
    be forgetting someone.

    I'm sure others would have a different list.

    It might be more interesting to have a list of villains you dislike.
    I have never gotten the charm of the Riddler.
    Ras al Ghul has to be on there too for my dislike list.

    Batman Black & White (vol 1 1996) "Two of a Kind" (by Bruce Timm) is without a doubt one of the finest Two-Face tales ever. Hauntingly tragic.
