Disclaimer haven't read the issue yet, so maybe it's explained, but while most of these make a damn good deal of sense, I can't help but wonder at the thought process between the weapons. Brute Force seems like a decision made between hits of cocaine.

That would be my guess as well although what happened during Wolverine Vol.2 #1000 could also explain why the Weapon Plus project went with animals experimentations for Weapon II.

In 1945, Logan decided to infiltrate a Nazi facility in order to take down the man responsible for the death of his unit: the General Wolfram. This guy was experimenting on Nazi soldiers and was turning them in werewolves thanks to a "Super Soldier" serum he created. Logan stopped him and was about to kill him but Fury stopped him saying he needed this psycho alive for the Weapon Plus program:





So yeah maybe Wolfram joining the Weapon Plus program influenced them to go with animal experimentations for Weapon II after seeing his "success" with werewolves. I'm reaching a little here though lol, I'm sure the most logical explanation is what you've said.

The concept is cool but you aren't supposed to think about to hard or you see the flaws in concept. Basically every single Weapon project they basically forgot the process or else they would be tons of them running around not to mention combining some of these projects make for some very interesting stuff Luke Cage project was done before wolverine so imagine Wolverine with Unbreakable Skin(could wolverine pop his claws if he had unbreakable skin). So the guess these programs where run independently of each other which would explain it better. Which still means

Team A " We created a Peak Human"

Team B " We created man with unbreakable skin"

Team C " We created killer Kangaroos and Dolphins"

Team D "We created power psy....."Stop"

Well Millar did establish that Norman had some connection with a nebulous organization in the past, but i doubt that it has anything to do with this, but who knows, Marvel is not above retconing stuff. His knock off probably has nothing to do with it thought, most of those guys just found Norman's gear and formula by accident and went up for there, no shady organization involved.

Cant be, 8 and 9 were mentioned as their first try using mutants. Unless norman is a mutant it can't be him, im going with a first attempt at a mutant strike team like what weapon X was

11 and all members of minuses (except -7) are unknown. As for why cage has a lower number, all programs started and ended at different times and the names are just the most popular member of that program. cage being weapon 6 just means the weapon 6 program was still active after weapon X concluded.rember x was a strike team of mutants (not just logan).

Green Goblin was the result of Osborn working by himself though unless that was retconned too.
