Yes, you can mention the League, e.g., "remember when the Justice League fought Starro in the 'Starro Wars'?" Keep in mind, the Justice League in Next Dawn has its own continuity and usually they come together for big events. Last time the Justice League fought together was in the "Humanity First" event that ended in January.

However, you wouldn't be able to actively use any of the characters unless you control them or have permission though. For example, you could reference Superman but you couldn't have Superman fight Livewire in your book without asking GUANLISHABI for permission to use Superman.
