    NAME: Issac "One-Two" Garland
    AGE: 19
    BACKGROUND
    Originally from a small town called Dove's Landing, Issac was raised by his mother, Katrine Garland, and step-father, Jasper Garland, Issac began life as a timid and shy boy who found himself the subject of bullying. A reformed man from a life of violence, Jasper had sought to cut out all aspects from his former life but knew that Issac would only suffer more attempting to use the proper, yet useless methods of dealing with them. Wishing to spare the boy any more harm and finding it to be a bonding experience with the otherwise quiet child, he taught the boy self-defense, omitting the origins from which he learned it upon being questioned. It wasn't too long after that Issac's parents were called into the school's office in order to discuss the fights that the boy had been in and his punishments and while Jasper made a big deal of appearing to be angered, in private, he praised the boy. Even if Katrine was horrified by the turn of events, it had brought some confidence and peace to the boy... if only temporarily.

    At the age of twelve, his mother and step-father were killed in an accident, being struck by a drunk driver on a rainy evening. It was at the funeral that he met his biological father for the first time, a man by the name of Charles Brady. According to his mother's will, Charles would receive money on the understanding that it would be to raise Issac and any remaining funds would be given to the boy once he reached the age of eighteen, but it became apparent that his father was only interested in money as he proceeded to burn through it all on alcohol and drugs. Brought to Gridport to live in a dirty apartment, the boy was treated as a nuisance, yelled out or struck whenever Charles felt the slightest bit upset. His response was to be as scarce as he could be, spending much of time outside school on the streets, getting into trouble as he found that violence proved to be a powerful deterrent for those who would seek to exploit, confront, or single him out for whatever reason. With fighting the only thing in life he could control during this time, it became his only salve for his wounded heart, yet knew that it would only lead to further misery if he continued to pick fights on the streets.

    It was by chance that he came across a dirty-looking little boxing gym ran by retired boxer Harvey Bensen. Bensen found the boy's movements crude and disorganized but grew interested upon seeing Issac in action, curious as to know who taught a boy the 52 Blocks. Finding some potential in a child whose techniques were unfinished and roughly forged from street fights, Harvey took him under his wing and taught him the basics of boxing and polishing the techniques Jasper had once taught him. After some time, talks of going professional had been thrown around and the future seemed promising. Unfortunately, life had yet to wrung its fill of misery from Issac as Harvey was shot and killed during an attempted mugging. Charles, ever one to put down the boy, made a quip about how useless the boxer had been if he couldn't have dealt with a young punk with a gun, enraging Issac. Unaware due to apathy and the mindless rot of drugs, Charles was surprised by strong his strong had gotten as he was brutally beaten into a hospital bed.

    Alone, Issac returned to the streets where he had once sought solace in fighting and it didn't take long for some to notice his values as he was quickly taken in as an enforcer for various shady people in the underworld. He was a vicious attack dog for those with enough cash, his heart poisoned by hate, and his reckless behavior found him caught by the police several times. Due to his age, however, he found himself free in little time; however, with his most recent apprehension, things had changed. On the cusp of his nineteenth birthday, he was no longer considered a juvenile and would be struck by the fullest extent of the law. That was until he was approached with a deal from the police. Report to the police every so often with details over his dealings with the various gangs and mobs and not only would they wipe his slate clean, but pay him handsomely. Although he held no love for the police, Issac, now known as "One-Two" possessed the same assessment for the criminal elements of the city as well. Whether a victim or attack dog, he no longer wished to find himself beholden to anyone and would seize any form of happiness he could attain.

    PHYSICAL DESCRIPTION
    A young man of mixed origin whose skin tone takes after his Caucasian roots more than his African, his appearance capsulizes the very stereotype of a thug. Muscular in build due to his training, peppered by various pale scars, a missing canine tooth, and a nose crooked from countless fights, his stoic nature only solidifies this rightful assumption from others. Brown hair, usually short shaven, is covered by a knit cap, no matter the temperature to hide his mangled left ear and circular scarring on the same side of his head from when he was stabbed by a broken bottle, one of the few injuries the boy is conscience about.

    TEMPERMENT
    One-Two has always been a quiet person, even as a child, preferring to sit in the background and observe others throughout their daily life. Uncomfortable being drawn into situations, this stoic nature often breaks away to him lashing out, whether verbally or physically as he seeks to maintain the wall he has built between himself and others so as to not make himself vulnerable to others. It is because of this that many consider him an ******* and why he often finds himself in a fight.

    Name: Once Bitten
    Description: Those injured by One-Two never seem to forget it, or at least their bodies never do. Like a bolt of phantom pain, they relive the experience again should they find themselves on his bad side.
    Effect: Once a day, One-Two can inflict a five-minute penalty to a character's MENTAL stats, varying upon the severity of the injury he had previously inflicted on them (the maximum being -40 for the most grievous of wounds). Should One-Two inflict a greater injury than the previous one soon after usage, this forcibly overrides the latter, allowing One-Two to use Once Bitten again, at the cost of inflicting the same MENTAL penalty to himself.

    It doesn't have to be supernatural in origin if you don't want it to. I'm not too fussed with how you want to present it, all "Powers" must be approved mechanically either way.

    Just to keep everyone on the same page, I'm being a bit cage-y with information about the gangs because I want you to come with characters independently and then we get see how they interact with the world rather than you being too specific in game plan from the off.

    However, I can give you the broad strokes of what gangs are on offer:

    We've got classic Russian mob as the big players, a coalition of Triads, Yakuza and Geondal as a large but fractious primary opposition to them, a crew of delivery/transport/messangers/couriers who specialise in stolen vehicles and moving product, a bunch of burly and angry blue collar workers unions that have gotten caught up with gangland politics, a loose and decentralised counterculture movement mostly comprising of homeless folks, low tier drug dealers, students and artists and a bunch of riverside hustlers in the pleasure districts.

    That's the kind of persons you'll be interacting with.

    So, I have a question about skills costs.

    At present, skills cost roughly 50% - 66% of the cost of stats. Skills hit one specific area. Stats hit ALL areas. Skills can to some extent be used outside of a specific stat (ie, the notation of a sniper spotting someone in a crowd with his shooting skill), but mostly they are tied to a specific stat.

    Ergo, if a person is making up a character who has multiple skills that mostly depend on the same stat, it seems more logical to put the points into the stat and get more bang for one's buck.

    Thoughts?

    Hang on... might be tweaking some stuff in terms of numbers to be a little kinder to you.

    As a quick point on this, there is effectively a mechanic - which is really me as the GM deciding - wherein difficulty checks are not universal.

    Like the relative difficulty for climbing a wall is harder for someone without a skill in climbing. A person with general high acrobatics will be able to do stuff but because they don't have a specific skill or training on it, the level of the skill check will be higher for then to overcome.

    A generally high Problem Solving score character is going to find having a computer harder than a person with hacking as a skill.

    In short, my view is that having good base stats is desirable but skills are more valuable in terms of allowing you to do things.
