Out of the top of my head, Wally lent speed to both Jay and Jesse during the Savitar saga. Jesse also lent (or let Wally steal, which is more likely) all of her speed so he could beat Hunter Zolomon.
Other than that, the lending/stealing speed is more often used with non-speedsters (Wally also lent his speed to Linda so they could jog together once, and to Aquaman during the Ultramarines saga in JLA) or inanimate objects (several instances).ConnEr Kent flies. ConnOr Hawke has a bow. Batman's kid is named DamiAn.

Not quite what you are looking for, but JSA # 20 (March 2001) has Black Adam lending his speed to Jay Garrick/Flash to take down the King of Tears.

Grant Morrison's JLA, volume 3 issue 21. Wally lends speed to Supes so he can outrace a zeta beam, smash through a ship and save Sardath and Alanna.
