I am nto even usre on the current staus of Barbara. Was he still shot and paralized but fixed by a tech implant at this point or has that been overwrittten as her never being shot now? If she still is using the tech implant to walk they could just say she over exerted herself and can't do Batgirl type stuff anymore but can still walk so she becomes Oracle again. That way she can be both in the filed now and then and still mantin homebase.
But yeah if your doing a book called Birds of Prey you HAVE to have the core 3 of Oracle, Black Canary, and Huntress. If not then why even bother.
I believe The Killing Joke is still part of her backstory (unfortunately), and last I was aware the implant was still the reason why she was no longer still paralyzed and forced to be in the wheelchair.
However, I believe the most recent developments have her reducing her role as an active Batgirl due to issues with the implant, which means more time as Oracle.
So long as there's no Harley Quinn, I don't mind.

I feel like Babs is a must have member along with Black Canary.
Beyond that:
Zinda in a supporting role.
Gypsy would be a solid addition.
Onyx would be another good add.
Beyond that, I'd say bring in female guests as needed.
Even though Birds of Prey was started with Oracle and Canary and it seemed like a perfect book...the addition of Huntress and then Lady Blackhawk really made this series feel complete. Anything less than these four women is just not quite right. I like the idea of adding Zatanna as a semi-regular/reoccurring guest.

The core team should be:

Their personalities and skills balance each other out. New characters can substitute for any of these characters when one isn't available or as the story demands.
If new characters were to be added, I would like to see Supergirl/Kara as the teams heavy weight and super powered back up given her and Babs Pre Crisis friendship. Other characters: Skyrocket, Manhunter/Kate Spencer, Onyx, Fire, Ice, Vixen and Cynthia Reynolds.
The main problem is that the classic BOP was built off of where Babs and Dinah were at that specific point in continuity. Babs had hit a low point thanks to 'The Killing Joke' and Dinah also hit a low point thanks to what happened in the GA title so they helped each other and organically built something. It really is a product of Post Crisis continuity.
Its hard to do that in the current ambiguous 'everything happened' continuity where DC can't make up it's mind on how much of her Oracle history matters or how much it has been left intact. That seems to hinge purely on marketing forces, like her appearances in adaptations. She has to be on stand by to be either Oracle or Bargirl. Likewise, Black Canary has rarely been allowed to be anything beyond Ollie Queen's GF and sadly her status in the GA family always takes precedent over her other relationships.
So I propose a new Birds of Prey team. One that keeps the core premise of pulling each other out of tough spots but also acts as a successor to the old one. Babs would form the team but because she is 'occupied' she lets the new team run itself, occasionally mentors them from the shadows and takes over when necessary.
Proxy/Wendy Williams: She would still be wheelchair bound and act as the team's Oracle. Babs mentors her from the shadows and when Babs is in charge, Wendy acts as her assistant.
Huntress/Helena Bertinelli: Previously the student but now the master. She acts as the team's field leader and now mentor to other heroes.
Grace Choi: Team powerhouse. Wildcard. Always fun to have around.
Thunder: Secondary power house. Grace is incomplete without thunder.
Zinda Blake/Lady Blackhawk: Pilot/chauffeur. Overall fun to hang out.
Bumblebee/Karen Beecher: Team gadgeteer. Always liked this character but she rarely seems to find a place for herself.
Luke Fox/Batwing: Occasional guest star. Token dude. He specializes in tech as well so it's fitting to have him here.
Depending on the direction Babs character takes, the new team could keep running with minimal interference from Babs or if the idea is to return to a 'classic' BoP, the door is open for that too.
I also don't think BoP should be the only all female team. But I think there should also be a secondary team that includes power houses like PG, Barda and WW.
