Scathan appeared in the 1990's Guardians of the Galaxy and is supposed to be a Celestial. The being Protoge was copying everyone's powers including the Living Tribunal then Scathan gave the thumbs down and in the next panel Protoge is muzzled and Scathan gives the thumbs up and the issue.

As for PR Molecule Man, The Living Tribunal begged him to stop PR Beyonder.

I think Oblivion should be listed higher. In the 2012 Thor Annual, Chaos King was retconned to be a mere aspect of Oblivion.

Long Answer: HELL No. She's not even herald level (She's planetary but lacks the hax) and comparing a herald to PR Molecule Man is like comparing an ant to the sun.

The power of a galactic core is still below reality warping/universe collapsing, so no.

At the time her max potential was said to be around that of the Phoenix, but the Phoenix itself was only around Galactus level then. It is much more recently that it has become the manifestation of all life. So Storm would be around Galactus level with her best feat, and even then probably below.

Has she done anything else on that level? The part about her potential means she hasn't actually done anything Galactus level, right? I guess I forgot that galactic core feat.

Wow, I just read in the OP that items can be used that means Thanos with the HOTU can be considered. Considering that the Thanos limited series, Annihilation, and the Infinity Revelation mention the events of Marvel: The End I would say that it's fair game and would be in the top 5.

That's a nice list, saved it and thanks. A little casual though, it would have nice to see the lower rungs splintered out in details rather than shuffled into a whatever category at the bottom. They could just as well have typed " anyone else not listed " in that spot. Also if what were reading lately and going into Secret Wars is any indication this is probably going to be subject to immediate change. " Something " did set the Mutiverse on a path of destruction as well as end the Living Tribunal after all.

I personally tier it something like this:

You can then break them into further sub tiers (and could probably add some tiers in between) but that is just time consuming.
