Sounds like people were expecting Hickman to go through all 9000 mutant characters and sort out which ones were Omega.

More like Hickman went with characters that potentially have no upper limit based on established continuity and general fan knowledge.
I know it can suck when your favorite character or characters doesnt get the love you want.. But being Omega is just potential power. It doesnt mean they cant be beat.. As far as the telepaths, we saw this when Rachel and Emma battled, CC quickly let us know while Rachel had more power than Emma, Emma trumped her with skill.. Skill is important.. You can be super strong but if you dont know how to fight you can still be beat in hand to hand combat scenarios. I do hope other psionics who arent pure telepaths like Karma, Moonstar/Mirage,etc get there powers fleshed out to so we can know what they can do and what they cant do.. Emma, Pyslocke will just be all right as they have always had their own telepathic swag..I do hope they clearly establish the difference between Betsy and Psylockes powers though. That might mitgate some of the bad blood in the fandom wars. As far as Prof X, I still see him as the top Alpha with the most skill.. he for me is the apex of Alpha mutants as it concerns Telepaths.
That’s what Hickman is trying to clean up. Too often in the past writers didnt really research fully what the term from XMen Forever meant and just indiscriminately used it to describe everyone and their mom when in most cases the word “powerful” would have been enough. The new list is a clarification and a list of known omega mutants. All the people you listed would be known so they are obviously not omegas.

yes I'm honestly not sure why all of this is so confusing. I dont think what it means to be an omega has ever been defined to this degree. everything generally has been speculative.

To be contrarian purely for the sake of thought exercise, I'd argue that there may be people who are Omega but not on the list by virtue of being constantly overlooked and underestimated. I say that in both a meta, Marvel office sense and an in-universe, fictional world culture sense. The most dangerous threat is the one that successfully hides its threat level and avoids classification altogether.
Now, in reality, I don't think what I said above is what's happening. I think Hickman's steeped in existing Marvel culture, and as such, thinks and acts the same ways we've always seen with Marvel. As such, I'm sure you're right in terms of the intent here. But there are ways to break the code or allay complaints by introducing technicalities if someone wanted to do so. Which then raises questions of why the classification exists, and then we're back to square one of my argument that the whole concept of Omega and similar classifications is terrible and should be abolished entirely.
The only way things like "Omega classification" can exist without creating massive complications is if they're framed as created from the biased POV of a specific character, rather than a resolute, objective ranking.

Omega Mutants are the ones whose mutations themselves are limitless and immeasurable. This includes the named reality manipulators, but also mutants with difficult to categorize and difficult to measure powers. The short answer for Omegas would be "mutants who could become gods".
So my list of new "Omega Mutants" would be: Jamie Braddock, Meggan Puceanu, Armando Muñoz, Heather Cameron, Marshall Stone, En Sabah Nur, Hope Summers, Franklin Richards, David Haller, Kevin MacTaggert, Wanda Maximoff, and Mikhail Rasputin. Hm. Lookit that. Twleve.
Dynamos and Psychics like Bobby, Ororo, Erik and Jean might all be incredibly powerful and even able to access to godhood capabilities, but it's not in their actual mutation potential.
