The Philippine eagle will be quite a bit larger, and they tend to take down bigger prey, so I'd probably bet on it. It's a bit of an awkward fight though, and they would probably never actually fight if you put them in the real world beyond light skirmishing to drive one another away. Fighting to the death, if one doesn't manage to take the other out immediately, they're probably both going to end up pretty injured, which is basically a death sentence in any case. The bald eagle might have more of a chance at longterm survival in that case just 'cause they're more apt to go sit in a garbage dump and basically be really big seagulls.
