Which roster are we talking. There are so many characters on both sides that have ridiculous power sets that it could go either way.

Yes - at this point if you threw in all X-Men, they'd outnumber the Legion. How many Daxamites/Kryptonians do the Legion get? Throw a Pheonix or two in there and that also changes things.

You have a massive roster on both sides, and there’s a lot of chaff among the wheat.
For example, with the X-Men, at one end you have a few Phoenixes, Juggernaut, Shaman Nate, Jesus Cable etc., while at the other end you have Maggott, Marrow, Stacy X, Cypher and Sammy the Squid Boy (I mean, I’m a fan of Cypher, but he does not do well here).
Do we count all characters from any point in their history? So do we have White Crown Phoenix, for example? Or are we going for standard levels?
