Superman went up against a foe named "The Thinker" in Action Comics #70 (March 1944):


but it wasn't the same "Thinker" (Clifford Devoe) that The Flash had previously encountered.

The Clifford Devoe-version of The Thinker would return a couple of months later in All-Flash #14 (Spring 1944).
