If this event's Moira's life 10 ends and life 11 is really the end, then depending on the nature of her power, she could still do things to set plans into motion before she dies.
It depends on if her powers mean she's immediately aware of past lives from birth, or if she only becomes aware of those lives once her powers manifest. Don't know if either take has been confirmed as I haven't seen anyone talk about it yet.
If she's aware immediately, that would be kind of interesting. It's kind of backed by how she only enrolls in Edinburgh Academy in lives 1 and 2, none of the others. All her planning appears to revolve around taking action after her powers manifest. Maybe all she needed to do all along was get started earlier. Like, say, when she's 8 years old.

In one sense, the inherent nature of her power is not tied to any specific number of lives, and there theoretically could be an unlimited number if she just never died before puberty. In another sense, the way for her to die permanently is built in to her powers, even though there’s nothing that says that rule must eventually come into play. The only reason we know that it likely will come into play and a ballpark estimate of when is because of Destiny’s foresight.
Which may be a lie, or may just be based on how many lives Moira actually lives before she finds a way out of her cycles.
It’s a bit like saying ‘keep rolling a die, if you get a 1 stop, otherwise stop at some random point’. If you foresee 5 rolls of the dice but not the numbers then you can’t be sure if the roller ever rolled a 1.
Unless she cheats the system. Like arranging things such that she is immortal.

Imagine trying to participate in an active discussion of a comic when you haven't even read said comic. Imagine then thinking your opinion or anything you had to say about said comic was in any way valid/of any worth.
We do not actually know that Destiny was telling the truth. For all we know, she may simply have been manipulating Moira, setting her to work on the mutant problem from a different direction and giving her a sense of urgency.
I think what's being said is basically the same (correct me if I'm wrong), just going about it from different POVs. In one sense, there is no limit because she could reincarnate forever if nothing goes wrong. In another sense, there is a limit because she's eventually going to die before her powers manifest, whether that's life 11, life 30, life 1000, etc.
