But which B or C-list villain do you want Apex Lex to upgrade and make relevant/more dangerous? Should Kite-Man become Rigid Airship Man? Should Captain Boomerang become Captain Bazooka? Onomatopoeia - they should give him some kind of device or mutagen that allows him some kind of sonic based power, like being able to turn his realistic sounds effects into whatever he's mimicking. for example, he says BANG! and the word shoots off like a bullet.

Victor Zsasz: Creepy enough as a serial killer. Imagine a powered up nutjob serial killer! Maybe some kind of stealth or teleporting ability so that you never know when he's there or when he'll pop up. Maybe a tricked out healing factor and he can pull various weapons from the scars in this body - some creepy **** like that...

Scarecrow - with the right writer, he should be downright terrifying. For such a unique bag of weapons, he's always come across as rather cartoonish. But there's so much potential there IMO.

There are a lot of Titans' villains that haven't been utilized as Titans' villains for years... Phobia, Plasmus, Mammoth, Shimmer, Warp, etc. all have good power sets, but aren't used in novel ways.
Some others I'd like to see get approached by Apex Lex: Doctor Polaris, Doctor Alchemy, and Royal Flush Gang.
