Pretty sure Trapper stomps here. Kang travels in time, the Trapper is a full-on metaphysical embodiment of it, complete with universal feats.
That said, limiting it to post-crisis may make a difference, as TT's feats may be weaker, and there's been different characters wearing his hat, so to speak, so not every TT is a metaphysical entity. It gets confusing.
It may also be that "metaphysical embodiment TT" is one of those characters that transcends reboots. I don't know if there's even a difference between pre-crisis and post-crisis trapper?
(I think Darkseid is said to be the same way, he's all versions of himself no matter the reboot? Don't know. Someone jump in on this point.)
Anyway, for this rumble, bet on the guy who doesn't just tinker with time, but who actually is time itself, or at least the finishing aspect of time (as opposed to Infinite Man, who is a different aspect of time).
