    What are some super powered villains that have worked for Hydra in the past?

    Prior to the whole "Secret Empire"/Hydra-Cap thing, Hydra did employ a number of super villains over the years.

    Fixer, Mentallo, Man-Killer, Jackhammer, El Jaguar, Blackwing, and Commander Kraken were all Hydra section chiefs, for example. Viper was Madame Hydra for a long time. There were others in Hickman's SECRET WARRIORS series, like Gorgon and Hive.

    Didn't the Von Strucker twins (Andrea and Andreas) work for Hydra when they went by Fenris?

    Pretty sure that they started Fenris as a middle finger to their dad. Their older brother was in Hydra though.
