    The Jester did start popping up in DC Comics stories in Roy Thomas' All-Star Squadron in the 1980s.

    Jester was in Starman #46 (September 1998)



    I have no idea why there was the difference in years for that one . . .

    Before Chuck Lane became Quality's The Jester, Quality's Madame Fatal fought against/with a criminal called The Jester.

    Note the criminal Jester's costume. Look familiar?

    The Madame Fatal story would have been in Crack Comics #10 (February 1941), about three months before Chuck Lane's feature first appeared, so maybe they just decided to reuse the design.
