First (only?) appearance in a new story from DC Comics looks like it might be a one-page reference in Starman #40 (March 1998):


NOTE: In addition to the beginning of the Commando Yank feature in Wow Comics #6 from Fawcett, another feature that began in that issue was Phantom Eagle.
However, that name was used for a Marvel Comics character back in 1968, so I doubt DC will ever do anything with him in the future.
