I don't think Mark Gruenwald or any american comic book author was aware of Kamen Rider back in 1992, when Shatterax debuted in Operation Galactic Storm.

Don't be so sure. Marvel had dealings with KR's owner Toei in the 1970s. The result was Japanese Spider-Man and the Super Sentai series Battle Fever J (which was inspired by Captain America).
