Khaldur is not Jackson. But most people, when they hear about "Teen Titans" think of the New Teen Titans (in large part thanks to the animated series that still has a strong following). And to a lesser degree, the original 5 Teen Titans as well.

I agree that the "Original Five" and the "New Teen Titans" are probably the most iconic and well known members, however you your point about Kaldur v Jackson is a little more complicated.

They are certainly somewhat different from each other in character terms (Kaldur identifies as Atlantean, whereas Jackson was raised as a surface dweller) they are the same character legally and physically:

I like how you make a statement about Titans not being in the League, then use multiple Titans and Young Justice members!

Honestly I think it is really hard to find not totally obscure characters that have never been part of the Justice League, the Justice Society or the Titans.
The best you can usually get are characters that have never been really iconic members.

And Manitou Dawn for Talisman. Obviously a different relationship between her and Manitou Raven than Shaman and Talisman, but as far as matching Alphans goes it works.

The main Justice League title is always going to feature the Big Guns of Superman, Batman, Wonder Woman, Flash, GL and, more often than not, Aquaman, Martian Manhunter, and Hawkgirl.

With those characters off-limits, how would you create a B-team and what role would you give them?

We even have the live action cast already assembled, to give them their own spin-off show! Just Vibe (on behalf of J'onzz) has to jump from each, to bring the team together.

I haven't seen it all yet, but from what I've seen I'm sad CW Crisis missed another opportunity to celebrate this team coming together for an episode.

They had all the pieces and players to make it happen.

I would just use the Titans. They are already built to be B-squaded and they aren't going to used as equal level heroes anyways. Using any other heroes lessen them in the big picture I would rather those heroes go off form original group that isn't under the influence of the Justice League. And they are standing on their own legs as heroes. To play along with the topic

Nightwing, Wally West, Tempest, Donna Troy, Starfire, Raven, Beast Boy with Cyborg as the Leader because he is member of Justice league

They would be used like Young Justice is using the Outsider team this season half stealthish undercover squad/ Half public PR team. Justice League is big picture big scenario team,Titans are dealing with smaller scenarios or bending rules slight away the justice league can't.

I’d second this the whole Odyssey premise for Justice League Odyssey could of been cool to use the Titans for in name. We already had Cyborg and Starfire, throw in Raven, Beast Boy and maybe Hawkman and it could of been a cool space setup
