Well, it's been a while since I read it, but my memory was that Ivy was explicitly wanting to prove that she was better than them. If she succeeds, then they are doomed to second-tier - below her. And even she got caught.

Since they all got caught, she isn't a tier above them.

Those three women were posted as World Public Enemy Nos. 1, 2 and 3--so even if they got caught, they had such a dangerous record that they were the top priority criminals for all law enforcement. Poison Ivy had lofty goals if she wanted to be in their league. So far as being the greatest criminals, they were all in the highest tier of infamy.

Agreed on the Wonder Boy part. Literally all the other main JL heroes have a character of the opposite sex that can stand in for them with little trouble, except Diana.
