First appearance (as just "Ma Hunkel") = All-American Comics #3 (June 1939) in the "Scribbly" feature.
In issue #20 (cover-dated November 1940) Ma first becomes the Red Tornado.

By the way, the inspiration for Ma Hunkel in All-American Comics #20 (November 1940)
was also used for Wildcat's origin in Sensation Comics #1 (January 1942):
