As mentioned before, using information for July's sales reported by Diamond,
* Batman and the Outsiders #3 = 19,765 copies (regular cover) + 10,874 copies (Card Stock version) = 30,689 copies total
* Justice League Dark #13 = 20,661 copies (regular cover) + 10,819 copies (Card Stock version) = 31,480 copies total
And a few more:
* Aquaman #50 = 16,373 copies (regular $4.99 cover) + 9,913 copies (Card Stock $5.99 version) = 26,286 copies total
* Supergirl #32 = 13,681 copies (regular cover) + 8,851 copies (Card Stock version) = 22,532 copies total
* Hawkman #14 = 12,090 copies (regular cover) + 7,844 copies (Card Stock version) = 19,934 copies total
* Red Hood Outlaw #36 = 12,120 copies (regular cover) + 9,188 copies (Card Stock version) = 21,308 copies total

I'd expect them to just relaunch her book.
When/if her popularity begins to fade (and I'm talking wider markets here, not just the direct market sales) then a flat-ass cancellation with no planned relaunch will happen, but I don't think the character is anywhere near that point and won't be for the foreseeable future. I believe Harley's about as safe as any DC character can be.
Isnt she getting like, three new mini's and OGN's in the next few months?

I was reading Batman & The Outsiders but after 3 issues, I have to say I was quite bored with the plot.
Currently(or soon to be) Reading: Alan Scott: Green Lantern, Batman/Superman: World's Finest, Fire & Ice: Welcome to Smallville, Green Arrow, Green Lantern, Jay Garrick: The Flash, Justice Society of America, Power Girl, Superman, Shazam, Titans, Wesley Dodds: Sandman, Wonder Woman, & World's Finest: Teen Titans.
Only Aquaman.
Although these days I wouldn't consider a title which sells 30K or more low selling - which I thought Aquaman still was.

Dropped Nightwing with the Ric storyline.
Are those listed titles low selling? I mean TT in July sold 27,905 copies. Most of the listed titles sold over 20k

Batman and the Outsiders - I'm reading because I like the characters but I might drop it because the current storyline isn't that interesting to me.
Justice League Dark - Don't read as I don't like line up.
Aquaman - The whole lost memory arc was boring. Aqualad just showed up it seems like he could have a fun dynamic with Arthur.
Martian Manhunter - Don't read as the art is terrible
Hawkman - I'm not a Hawkman fan but I gave the character a chance with the Nu52 title launch. The book was ok but I dropped it. I gave this new relaunch of the character and have really enjoyed it.
Terrifics - Dropped this book after a while because it began to feel a bit repetitive.
