There was a DC mini series featuring Freddy Freeman in the 2000's where magic got messed up somehow resulting in the death/banishment of the Wizard forcing Billy to become the NEW Wizard and Freddy to become the new Captain Marvel.

This might be a similar situation except I don't think Billy is stuck on the Rock of Eternity like he was in the miniseries. At least I HOPE he isn't.

And if Billy is legit sharing his power with Mary in the most literal sense of sharing, Mary using only one power at a time is likely for Billy's safety.

If she yells Shazam and gets the entire Capt. Marvel powerset, she would depower Billy in the middle of whatever he was doing and hope he wasn't flying or lifting anything really heavy.

Come to think of it Power of Zeus is so wonderfully vague that Billy might be able to get by as Capt, Marvel as long as Mary calls on only one power at a time as it can be used in many ways.
