I mean, if he's able to get some hits in then Surfer will know he's been a fight but... nah Midora isn't going to beat him and he can't really counter transmutation.

The big problem is speed. Midora is somewhere above lightspeed, but not by whatever large multiple a PIS-free Surfer should be. Otherwise, he's got the attack power and esoterics to possibly make this a fight. Possibly because some of his powers are kind of abstract and it's hard to predict how it would work in any situation we haven't seen yet.

Minority World + Gourmet Luck, honestly. Even as the majority of his molecules are being rearranged, luck will ensure a few haven't yet and that it's enough to activate Minority World, making that few the majority again.

Or something like that. Possibly. Luck based powers are tricky. But the point is a speed-equalized Midora would be a complicated guy to put down.

IIRC. Midora Blitz'd Joie, who is FTL in there own right, and from the dialogue it was casual, so that says big things about his speed

Yeah, but that puts him, generously, at maybe 2-3x FTL. Surfer, regularly and under his own propulsion, zips around light years in seconds. Under the logic that a person has to be able to react at a speed proportional to their own travel (or else be wildly out of control), 3x light speed might as well be normal human speed as far as Norrin's concerned.

For what it's worth, I've given it more thought I believe Midora would win if speed weren't a factor. Gourmet Luck is too hax--however, unlike normal food luck, he has to consciously activate it.

Isn't luck in Toriko a finite resource?

    ...

Looked through the relevant chapters and while it is finite what you need to do drain it effectively is consistent application of pretty wild attacks or be Neo and just devour it wholesale.

Midora is a difficult character to figure out.

That logic holds no merit here. Travel speed isn't reaction speed. Luckily Surfer also has insane reaction feats like conducting a thorough search of the entire earth in the time it takes someone to say like a sentence and a half.
