I like the idea from Justice League Action that Mr. Terrific writes those "Smartest People Lists" and deliberately ranks himself lower than accurate so that people like Luthor will underestimate him.

So maybe I think it's Michael Holt!

I don’t think their should be a clear cut smartest. I also don’t think their should be a clear cut strongest or fastest. Ambiguity is way more interesting then certainty in fiction.

Cyborg and Brainiac have the benefits of their tech to boost their processing power and information storage. Although Vic Stone was a fairly smart dude even before his accident if I recall correctly, even if he was prized mostly for his athletics.

But as far as natural intellect I think it's Terrific or Luthor.
