Default When did the Batverse have its deepest civilian cast?

No masks, capes, or secret identities allowed here.

When did Gotham City have its deepest bench of purely civilian supporting cast on the pages of his main canon books like DETECTIVE COMICS and BATMAN and the like?
How deep was that civilian roster?

Jim Gordon counts. Alfred Pennyworth does too. Vicki Vale does.

    Dick doesn't. Babs doesn't. Ace doesn't. Damian doesn't.

It'd be kind of cheating if you just listed the era of Gotham Central, since you had so many police force members.

    Beat me to it.
Being the entire premise of the series, safe to say this was the era.
And no don't consider it cheating.

Adding Robin to the mix in the 90s you get characters like Sheriff Shotgun, Tim's dad and his girlfriend, and Tim's classmates.

My first thought was New Gotham.

I miss the Major Crimes Unit. Bullock, Montoya, Atkins, and Bock made for a great extended supporting cast.
Keep in mind that you have about as much chance of changing my mind as I do of changing yours.
