I believe Garth's last appearance was the Titans tie-in issue for the Drowned Earth story.

At least that's when Donna told him about Dick and they talked about Roy's death. The issue ended with Garth essentially falling from space and his fate never being revealed if I remember right.

Dick is Ric, Wally is a mass murderer, Donna is Evil and Roy is dead. Him being forgotten is the best thing that is happening to him.
