To answer that direct question referring to what's written in the book...no, They cannot just book a ticket and show up as if Krakoa is a vacation destination. But...that's no different than countries that you are not allowed to enter for vacation or otherwise without a visa, and passing through airport customs authority.

Countries already do that to mutants, in principle.
He may sound like that...to you. He doesn't sound that way to me.
To me, he's just letting the humans...who were not all there in good faith mind you...where he/mutants stand going forward.
Besides, you don't go sincerely offering gifts if you are planning a hostile take over.
A peaceful take over attempt perhaps, but they'll be the dominant species in a few years anyway so...

The mutants have learned that humans exterminate them in every life Moira has lived. Therefore humans are not allowed unless escorted by a mutant out of protection of the island's citizens. The other nations could do the same but just for a tit for tat response? Would seem petty to me.
I can understand if people don't like the premise of the story, that humans will exterminate the mutants at every turn, but that's the story we have.

And all they have to do is keep the X-villains in line and punish them appropriately when (not if) they do something stupid, not do something that will arouse suspicion or fear from the whole of humanity like talking creepy to a family of super heroes who are raiseing the most powerful mutant on Earth and survive the retaliation from Orchis because they only settled for destroying a disembodied head and not the people who made said disembodied head...so yeah i guess they are on their way to be the Ultimate heroes, though do if i see one odd looking glas of Kool Aid being served i will raise hell about it!!!
You have to couple that with actions, however, where in that same scene he also made it clear that no ambassadors where going to set foot there, and this was after a "walk through" where they not only demonstrate that the transportation seeds only work on mutants, but that they deliberately posted signage in a foreign language.
Your right: exceptions can be made. But the ground rules are pretty clear: no humans aloud. They've actively engineered exclusion beyond mere protection.
Not all humans... Moria aside that has always been the case -- Bolivar Trask, Church of Humanity, and The Friends of Humanity readily come to mind... Fanatical fringe groups that are no different than the KKK, Neo Nazis, or the Skinheads -- none represent all of baseline humans as a whole.
