I change my Mind. It's Storm.

Given what the HFC stands for to Krakoa it's most likely Storm. I DOUBT anyone else Emma would allow to take command next to her, but Storm.
But for Drama OH **** Jean and Selene would be JUICY!!!!

Yeah, if it was Selene I would expect her to be allied with Shaw, that's why I don't think it's her. It has to be someone who would consider Emma an ally, at least to a degree. For me the best candidate is Storm to be the other Queen. For the fun of it, I would love it to be Jean, but narrative wise I think it's more likely Storm.

I mean, if Emma is back in the HFC the other Queen can probably operate with the Marauders because the base is already covered so, even though it could easily be Mystique because of Uncanny my vote goes towards Storm.

And it would be in line with Emma and Storm actually being the grown ups and managing the important business while Kitty plays pirate leader.
