All of the above was done expressly without accessing the PF.


Seagle was the only writer before Morrison who wanted to reintroduce the PF, but in-story he never got the chance to do it. She was Phoenix only in name and costume of which she initially did for Rachel.

I agree with all of this.

During her early X-Factors years, it was made absolutely crystal clear that Jean wasn't Phoenix and never was, and had no connection to the force.
Yet she manifested a raptor of her own twice. In an early book written by Louise Simonson, Jean manifeste a small raptor while she was fighting bad guys. Scott saw it and was upset. The plot went nowhere, surely axed by editors.
Jean manifested a raptor an other time, fighting against a dead young girl spirit who could manifest a fiery phoenix raptor. Jean manifested her own pink raptor and she was also surprised she could do it.

Then, there was that plot (that does't count) where Cameron projects to Scott (from a computer) an hologram of Jean saying she was always the Phoenix (just to mess with Scott's mind)

During Inferno, Maddie died, and the Phoenix part in her came to Jean (who had hard time to deal with both Maddie's and Phoenix's memories)
Later, during Judgement War, Jean rejected the Phoenix powers, projecting a raptor leaving away.

Before she got her TP back, Jean, guest starring in uncanny X-Men, went in the astral plane with the help of Betsy. Someone started to attack her, and Jean manifested a raptor of her own in the astral plane.

During Seagle's run, Jean had TP & TK, she started to wear her green Phoenix suit again, manifested the raptor, but we never knew why as it was axed by editors in favor of "The hunt of Xavier arc" (which was so lame)

During CC's Revolution's run, there was a power switch between Jean and Psylocke : Jean lost her TK (given to Betsy) and Betsy lost her TP, given to Jean. The addition of Betsy's TP gave Jean the ability to manifest a raptor of her own, as a power signature (a small one at the beginning, like Betsy could manifest her butterly signature) and Jean gained Betsy's black astral form (with a phoenix symbol around one of her eyes)

Again, Jean was not tapping in the force. It was also confirmed by editors of the time, in a Q & A.

Jean started tapping in the force during New X-Men. Morrison confirmed in a interview (still available somewhere) that he brought back the Phoenix.
