    Mutants who are not so deluded they thing "being a mutant" makes them all allies. That would be like saying Steve Rogers and Red Skull are both human...so they are allies.

    Mutants grouping themselves as a community is a survival tactic. It’s why there is a Black community, LGBTQ+ community, Latinx community etc etc. When you’re getting stepped on by the world you participate in, you group yourselves with others like you because of the oppression you face. Why would mutants unify in a world where they were just being sterilized and experimented on a year ago? Steve and Red Skull don’t need to unify as “humans” because they aren’t being disadvantaged on that fact.

    Before the Axis retcon, I would say that while Wanda would never support it just like the previous mutant nations (especially with Krakoa’s amnesty policy), Pietro would come only if Luna’s safety was guaranteed (being half-Inhuman) and Exodus never being in the same room as them. Luna would come because she would want to spend time with her dad and grandad, and to try to repair and rebuild the bridge between mutants and Inhumans. If Wiccan was a mutant, I think he would at least visit. Speed would definitely want to swan around where he’d be considered the royal grandson of the House of M, but would ultimately want the freedom to come and go as he pleases.
