The Question. Not only does he fit well into a stand-alone format where he doesn't have to interact with Batman or anything, he'd also be pretty cheap to make a movie about. Cheaper than Batman, probably even cheaper than Shazam. Just make a good-ass crime drama with some oldschool Ditko morals.

Since the premise is a "one shot" movie, I'll rule out the ones that could be a franchise or be part of the larger DCEU. I think an interesting one could be:

CAPTAIN ATOM -- He's got an interesting and complicated origin story that could be its own movie. And he doesn't need anything other than that - we see that as part of the DCU, he's underserved and frequently nerfed. And his origin benefits from not touching any other heroes or even being in a world where there are other heroes. Play up the military conspiracies, the time travel, a love story and metallic skin,a big fight with Major Force and that could be a good and satisfying one-and-done.

    OMAC or kamandi.

Bored to tears of shared universes and heroes coming together as friends to earnestly fight nothing of any importance.

The Shade. Immortal Victorian anti-hero hunted by generation after generation of the Ludlow family. The doomed romance of with Marguerite Croft.

I think a Interview With The Vampire or Age of Adaline type vibe would work.

I have continuously said that that the Archie Goodwin/Walt Simonson Manhunter story would make a terrific film!

    OMAC or kamandi.
Count another for OMAC and Kamandi, both would make great films.
It amazes me how DC/WB neglects the gifts Kirby gave them.
While other franchises/films etc mine his ideas fore their own movies. DC/WB just sits on them clules of what they have.

Bronze Tiger as an almost 80's kinda shamelessly fun martial arts flick. But done well, of course.

Blue Devil in the more light-hearted vein of "Shazam!" with a bunch of Hollywood commentary/in-jokes. But with an edge like "Shaun of the Dead."

Death - some version of "The High Cost of Living."
