Mind controlled Superman as enforcer
Tim Drake as strategist and enabler.
Selina as his spy.

Not sure who else to add. Diana would lead against Bruce, and when Jason returns, works undercover to undermine all of Bruce's plans. What better cover than being dead?

I see the Injustice Gang as a different entity than a Legion of Doom. I would have the Gang more of an underground group that has its fill of “secondary” villains as opposed to what Luthor has going on right now in YOtV. So...

The Leaders of the Gang: Vandal Savage, Damien Darhk, Bruno Mannheim, Penguin.

Enforcers: Polka-Dot Man, Tattooed Man, Shadow Thief, Gentleman Ghost, Onomatopoeia, Camouflage King, Zebra Man, Lady Clayface.

What's the difference between Injustice Gang, Injustice League, and Legion of Doom?

The name. But to be fair, these days branding is everything.

Okay well then I'll just make my own rule and say that since Legion of Doom sounds the most intimidating it will be filled with the biggest and baddest and has the highest number of villains, Injustice League is the dark mirror of Justice League so it will be filled with the likes of Joker, Luthor and Cheetah, and Injustice Gang would be a cell of Injustice League filled with people who are less intimidating than Joker, Luthor and Cheetah but not dumb enough to make it an Incompetent League

So...

Parasite or Metallo because I think Cyborg Superman should go to Doom
The Riddler or Scarecrow though, to be honest, either of them can work with Doom

Nick Necro
Bleez?

Black Manta, Orm, Merlyn, and Count Vertigo are all either dark mirror or high tier enough to be in Doom and League so I don't know about Aquaman and Green Arrow enemies.

It’s like The Four Horsemen (in wrestling). The classic stable was the LoD.
Then you had stables that included Sid Viscous, Sting, Lex Luger, Chris Benoit...these groups were powerful but not as long lasting, so lump them under Injustice League; flashy and good, but never AS good as the LoD.
Horsemen rosters w. guys like Jeff Jarrett, Paul Roma, Mongo McMichael were kind of cheesy and prone to self destruct via infighting and lack of focus, so would be the Injustice Gang.

Not a perfect analogy but if you look at the rosters of the LoD/League/Gang and what they all attempted/accomplished, the mystique the team’s have w. Fans, it mostly fits.

Also Lex Luthor as Ric Flair. WHOOO!

Its crazy how this wrestling analogy could be applied to a bunch of DC franchises, especially the Titans/TT over the years.
