    1. Standard rules arena fight
    2. Battle takes place in a Nursery School with plenty of toys and other objects around, and even a few staff workers nearby.

    001 has enough reaction time to kind of follow 009 and converse with him in super speed.

    I think he should be fast enough to shut the others down.

    We need to take into consideration what power Jack-Jack starts with, considering he basically has ALL the powers, including teleportation, flight, and intangibility.
