Not necessarily. Studies have shown that men in positions of authority are more likely to elevate and educate men in lower stations than women. Men have a natural instinct for wanting to teach and pass on their knowledge. Women however, can be surprisingly cut throat, ESPECIALLY towards other women. going so far as to sabotage each other.
That's why woman dominated professions tend to have higher turn over rates, and more 'Water cooler drama'.
WW is at the top, and some secret part of her subconscious may purposely want to hold other women back, so that the thing that makes her special doesn't become a watermark anyone can achieve.

Yeah, but for the most part everyone in that universe was supposed to be "off" to go alongside a totalitarian Superman.
In contrast, this Superman agrees that the Daily Planet having a paywall is a bit much.

Yeah but Harley never was and can never be a threat on the level of Fables. Ivy OTOH can control all plant life on Earth as stated in the show's canon. If she goes full villain, humanity is screwed. So it made sense the League wanted to throw her into the Phantom Zone.
Having said that, Luthor, Manta, Joker etc. have probably caused global pandemonium earlier too and they didn't get as harsh punishments, so Fables's point still stands.
If the JL has some level of latent fears for how potentially destructive/dangerous Red may become, then that would certainly explain them jumping straight to the Nuclear Option. Harley and her crew were just guilty by proxy, so why not throw them in too? Its probably pretty easy for supers to adopt a "Meh, they're just villains, who cares?" attitude.
Aside from Superman, the JL is made up of Earth born meta-humans. well and batman, who's just a normal(though exceptional) human. so they can all still fall pray to all the trappings of normal human psychology. In fact, given the stress they're under of having to be Earths fist line of defense from literally ANYTHING that may threaten it or its people(Domestic or extraterrestrial), they are actually at high risk for things like PTSD, God Complexes, or survivors guilt.
it happens to Cops and soldiers all the time. constantly being on the front line and in the shit wares you down. and when you're constantly dealing with that 1% of the population that's just evil/unremorseful, it can leave a bad taste in your mouth and cause you to adopt paranoid and anti-social tendencies and ideals making it easy to become remorseless yourself, so throwing an entire crew of petty crooks into the phantom zone because you fear one of them becomes a pretty easy call if you just tell yourself "Its for the greater good"
